At the end of the day - by not saying anything your only causing yourself to pay more tax. At the end of the day if you knew that one of your house mates had stolen something what would you do - it ads up to be exactly the same thing. Why should they be able to get away with it....... you work for your money, i work for my money and we pay our taxes - why should your house mate be any different??
