If the police refuse to give assistance in your situation, the next step would be to make an appointment with the mayor's office to find out why the police are not doing their job. After that, find out if a local TV station would be interested in the story. It's also a good bet that the landlord could be facing trouble for violation of state landlord-tenant laws by storing personal property on a rental property that a tenant is paying for, including full use of said property.
